Kamanga asks FAZ Council to remove Richard Kazala from office

Richard Kazala in alleged gross misconduct at faz

A thirteen page letter has expulsed Mr Richard Kazala of allegged gross misconduct at football house. Football Association of Zambia President Andrew Kamanga has written to the FAZ Council and it is his opinion that the Vice President be removed from the office on the account of the 12 charges of gross misconduct.

REPORT ON: GROSS MISCONDUCT-MR RICHARD KAZALA, VICE                              PRESIDENT FOOTBALL ASSOCIATION OF ZAMBIA

 

BACKGROUND
Further to my email of 5th November 2016 wherein I informed the FAZ Council of the suspension of Mr Richard Kazala, FAZ Vice President in accordance with clause 28(2) (ii) of the FAZ constitution, I wish to submit my report in respect of the charges levelled against Mr Kazala.
I submit this report containing twelve (12) charges against Mr Kazala for your
consideration and as provided for in article 28(2)(ii), the FAZ council shall confirm, reverse or alter the President’s decision as it shall deem fit.

 

RECOMMENDATION:
In keeping clause 28(ii) and 26(8ii) read together I request you to confirm the
suspension and go further to remove Mr Kazala from Office of the Vice President for misconduct.

Brewing the Fire Of Charges

 

CHARGE No 1
Transacting on behalf of FAZ without express authority or mandate of the FAZ
President and executive committee. For avoidance of doubt this matter was under
the responsibility of the President and the General Secretary to your exclusion.

CHARGE No 2
Receiving money on behalf of FAZ despite the President’s guidance that this
function remains that of the General Secretary and Finance Manager thereby
violating article 27(6.1)(xi) of the FAZ constitution.

CHARGE No 3
Failure to account for the ticket sales of K1, 650,000 where you accepted and
received K1, 500,000 thereby causing FAZ to lose K150, 000.

CHARGE No 4
Failure to exercise due care thereby resulting in FAZ incurring a potential loss of
K1, 9m on account of you accepting K1, 65m in exchange for 30,000 tickets
despite the President and the General Secretary negotiating a higher figure of
K3.5m.

CHARGE No 5
Insubordination
In your email of 26th October 2016 addressed to the President, GS and DGS, you
ordered the issuance of the nomination letter to Mr Kalusha Bwalya, to be written
irrespective of the COSAFA position who you alleged had no control over FAZ.

CHARGE No 6

On 7th November 2016, in apparent response to your suspension, you circulated
an email to the FAZ Council members without any authority with intent to
manipulate the course of natural justice.
This was a wrongful and unconstitutional response to your suspension.

CHARGE No 7
You disrupted a scheduled FAZ executive committee meeting due on 16th
November 2016 thereby causing substantial loss of time and resources to FAZ due
to your insistence to attend the said meeting whilst on suspension.
This is intransigence and improper behaviour, and an abuse of funds.

CHARGE No 8
On 27th November 2016, you added me to a what’s app group named “we love
football” and took turns to ridicule me in the presence of your supporters despite
my request that I be excused from the group.
Your conduct lowered the integrity of the FAZ Presidency to which you part.

CHARGE No 9
Arising from Charge No 8 above, you declared yourself as a “legitimate FAZ
President” knowing fully well that the position is currently occupied by me.
Only the FAZ Council has a mandate to elect the FAZ President and your
declaration as a self-imposed FAZ President is indiscipline of the highest order

CHARGE No 10
Launching a campaign to unseat the FAZ President knowing fully well that his
mandate still remains in force until the next elective AGM in March 2020.

CHARGE No 11
You announced the holding of the 2017 FAZ Annual General meeting in
Livingstone through what’s app group “we love football” even though the matter
has never been discussed by the FAZ executive committee.

CHARGE No 12
You attacked the FAZ President in the press as reported by Times of Zambia and
Zambia Daily Mail of 29th November 2016.
Your action lowered the integrity of the FAZ Presidency of which you are part.

Mr Kazala’s actions have brought the Association and in particular my office into disrepute.
He as my Vice President has failed to respect my integrity and my personal rights.
His continuous attacks on me amount to harassment.
